In the second batch, 54 percent came back undeliverable and 21 percent had a non-response rate. “We have to improve the accuracy of our source list, and then try another address in the same zip code,” Rosen said, also adding it would help to mail the applications to accurate addresses where selected residents are still living. Chief Federal Defender Miriam Siefer says no matter what measures are taken, noting will be effective unless people actually respond to the questionnaires that are sent out to determine whether someone is eligible to participate in jury duty.
