The French debated the formation of the opposition’s delegation. The French want the National Coalition of Syrian Revolutionary and Opposition Forces to be the main reference in forming the delegation, something that the Russians reject. The Americans adopted a position close to the Russians by proposing that the opposition’s delegation be shared among the National Coalition, its affiliates such as Michel Kilo and Moaz al-Khatib, the National Coordinating Committee for Democratic Change in Syria and Building the Syrian State Movement. The latter two represent the internal opposition. The Americans refused a Russian proposal to impose oppositionists Qadri Jamil and Ali Haidar.
