DETROIT — Detroit Emergency Manager Kevyn Orr handed over control of the Detroit Water Department to Detroit Mayor Duggan on Monday. The move takes place as the city’s water crisis continues to make international headlines and receive widespread condemnation.
After Duggan was elected, he signed an agreement giving Orr control of the department. Since the water crisis started thousands of low-income residents have had their water cut-off because of bills that were never paid.
Duggan said he would have handled the Detroit water crisis differently by giving residents advanced notice before cutting off the water.
Detroit City Councilwoman Brenda Jones said she plans on asking Duggan to extend the 15-day water restoration period residents have to make arrangements to pay their bills.
