The Act, which passed in Michigan in 2010, seeks to amend part E of title IV of the Social Security Act to require states to follow certain procedures in placing a child who has been removed from the custody of his or her parents. The purpose of this bill is to provide for an enhanced federal policy of encouraging state foster care programs to place children in the care of relatives who are willing and able to care for them, rather than in environments that would be completely foreign to them. If enacted, this legislation would require states that receive federal funding for foster care programs to ensure a greater effort is made in the decision-making process to place children with family members.
