After a row in Parliament, Canada reached a new agreement in May with Afghanistan to permit Canada to monitor captured fighters turned over to Afghan authorities. On November 14, Canadian officials reported on the seventh complaint by prisoners since the agreement was signed. The Canadian government has tended to downplay such complaints, suggesting that prisoners were fabricating them, but in the most recent case the prisoner appeared to have marks on his body indicative of abuse. Amnesty International has called for a moratorium on transfers, and University of Ottawa law professor Amir Attaram accused Canada of “handing detainees over to known torturers.” Use of leg irons is common practice, and some prisoners are held as long as a year without charge.
