U.N. Secretary-General Ban Ki-moon has appointed Canadian Daniel Bellemare, former chief of Canada’s Federal Prosecution Service, to head the investigation into the assassination of Rafik Hariri.  He will only begin his work some time next year, however. As well as the Hariri killing, the investigation will also address several other Lebanese political assassinations and attempted assassinations.  One previous investigator, the German Detlev Mehlis, tied the murder of Hariri to Lebanese President Emile Lahood and the family of Syrian President Bashir Assad, and that allegation highlights the major bone of contention.  The pro-Western elements in Lebanon want the investigation to go full steam ahead, while Hizbullah and pro-Syrian elements would like it to be derailed.
